Executive Summary

The reporting period indicates that the international system continues to move toward a more fragmented distribution of power in which geopolitical influence is increasingly shaped by resilience, strategic adaptability, and the ability to combine military, economic, technological and diplomatic instruments simultaneously. Recent developments suggest that the principal drivers of international competition are no longer confined to conventional military balances. Instead, military operations, economic coercion, technological rivalry, energy security and infrastructure connectivity are becoming progressively integrated into a broader contest over the future architecture of the international order.

Rather than signalling the emergence of a stable bipolar system, the reporting period reflects the consolidation of a more fluid strategic environment characterised by overlapping centres of influence and expanding regional autonomy. Competition between the United States and China continues to define the broader strategic landscape, yet both powers are increasingly required to manage simultaneous pressures across multiple domains. Washington remains heavily engaged in maintaining deterrence across the Middle East while sustaining commitments in Europe and the Indo-Pacific, illustrating the growing challenge of balancing global responsibilities against finite military and industrial resources. Beijing, meanwhile, continues to pursue technological self-sufficiency, industrial upgrading and diplomatic engagement despite persistent external economic pressure and increasing restrictions on advanced technology transfers.

Developments across the Middle East reinforce the region's position as the principal theatre where military confrontation, energy security and global economic stability intersect. Escalating military exchanges, continued risks to maritime transportation and the strategic importance of critical energy corridors demonstrate that regional crises now generate consequences extending well beyond their immediate geographic boundaries. At the same time, sustained investment in defence capabilities throughout the region reflects an international security environment in which deterrence increasingly depends upon technological sophistication, integrated air defence and rapid force readiness rather than numerical force alone.

Alongside renewed great-power competition, regional and middle powers continue to expand their strategic autonomy through more diversified diplomatic and economic relationships. Rather than aligning exclusively with competing geopolitical blocs, an increasing number of states are pursuing flexible foreign policies that maximise room for manoeuvre while reducing strategic dependence on any single major power. Energy partnerships, infrastructure projects, defence cooperation and alternative trade arrangements increasingly serve as instruments of geopolitical influence, allowing regional actors to shape wider strategic developments despite comparatively limited military capabilities.

The reporting period also highlights the growing integration of economic statecraft into global competition. Export controls, sanctions, industrial policy, investment restrictions and technological competition have become central instruments through which states pursue long-term strategic objectives. While these measures continue to generate short-term pressure on targeted economies, they are simultaneously encouraging greater diversification of production networks, financial mechanisms and technological ecosystems. This gradual restructuring of international economic relationships suggests that future geopolitical competition is likely to depend less on absolute national capabilities than on the capacity of states to sustain resilient supply chains, protect critical infrastructure and adapt to an increasingly decentralised international system.

Overall, current developments suggest that the international order is entering a prolonged period of strategic transition rather than approaching a new equilibrium. Military superiority remains an important component of national power, but it is increasingly complemented by technological innovation, economic resilience, diplomatic flexibility and control over critical infrastructure. The interaction between these elements is likely to determine geopolitical influence during the coming years, reinforcing a more networked and competitive international environment in which strategic adaptability may become as significant as traditional measures of power.

Geopolitical Dynamics & Strategic Theaters

Strategic Competition Broadens Beyond Traditional Military Deterrence

The reporting period suggests that geopolitical competition continues to evolve from a predominantly military contest into a multidimensional struggle encompassing economic resilience, technological leadership, industrial capacity and control of strategic infrastructure. While conventional military power remains central to deterrence, states are increasingly integrating economic policy, advanced technologies and diplomatic engagement into broader national security strategies. This convergence reflects a structural transition in which influence is measured less by isolated military capabilities than by the ability to sustain comprehensive national power across multiple domains simultaneously.

The United States continues to preserve its position as the principal global security provider, yet recent developments demonstrate the growing demands associated with maintaining simultaneous commitments across Europe, the Middle East and the Indo-Pacific. Rather than indicating strategic overstretch alone, this pattern illustrates the challenge of managing concurrent regional crises while preserving long-term deterrence against peer competitors. Defence industrial capacity, alliance coordination and technological superiority therefore assume increasing importance alongside forward military deployments.

China, meanwhile, continues to expand its strategic influence through a combination of economic partnerships, industrial policy, technological investment and diplomatic engagement. Although external restrictions on advanced technologies remain a significant constraint, Beijing has continued efforts to strengthen domestic innovation, diversify international partnerships and reduce dependence on vulnerable supply chains. This gradual adjustment reflects a long-term strategic approach focused on reducing external vulnerabilities while preserving international economic integration where possible.

Russia likewise remains an important strategic actor despite sustained economic pressure. Moscow continues to demonstrate an ability to adapt through alternative trade arrangements, expanded cooperation with non-Western partners and continued investment in defence production. Although these adjustments do not eliminate structural economic constraints, they illustrate that sanctions increasingly influence the pace and direction of strategic adaptation rather than producing immediate geopolitical realignment.

Collectively, these developments indicate that major powers are pursuing increasingly integrated national strategies in which defence policy, industrial production, technological development and economic security reinforce one another. The result is a progressively interconnected strategic competition that extends beyond conventional military confrontation into virtually every component of national power.

Regional Crises Become Drivers of Global Strategic Stability

The reporting period reinforces the growing significance of regional conflicts as catalysts for broader international instability. Developments across the Middle East continue to demonstrate how local military confrontations increasingly influence global energy markets, maritime security, diplomatic alignments and international supply chains. Rather than remaining geographically contained, regional crises are producing strategic effects that extend across multiple continents.

Energy infrastructure, commercial shipping routes and critical maritime chokepoints remain particularly sensitive to changes in the regional security environment. Continued military activity and heightened security concerns have reinforced the importance of protecting strategic transport corridors while encouraging governments to accelerate efforts toward diversification of energy supplies and alternative logistics networks. Infrastructure resilience has therefore emerged as an increasingly important component of national security planning.

At the same time, regional actors continue to strengthen indigenous defence capabilities through sustained investment in advanced missile systems, integrated air defence, unmanned technologies and intelligence cooperation. This reflects a broader shift away from reliance on external security guarantees toward greater national and regional self-sufficiency. Such developments are contributing to a more complex deterrence environment in which technological capability and operational readiness often outweigh force size alone.

Beyond the Middle East, developments across Europe and the Indo-Pacific similarly illustrate that regional security dynamics have become closely interconnected. Decisions taken within one theatre increasingly influence strategic calculations elsewhere, reinforcing the perception that contemporary geopolitical competition functions as a globally linked system rather than a collection of independent regional disputes.

This growing interdependence suggests that future geopolitical stability will depend increasingly upon the ability of major and regional powers alike to manage escalation while preserving economic connectivity and maintaining confidence in international transport, financial and technological networks.

Infrastructure, Technology and Economic Statecraft Reshape the Balance of Influence

The reporting period demonstrates that economic policy and technological capability have become central instruments of geopolitical competition. Rather than serving as complementary tools to military power, industrial capacity, critical technologies and strategic infrastructure increasingly determine how states project influence, absorb external pressure and shape long-term international alignments. As a result, competition is becoming progressively defined by resilience rather than by immediate coercive advantage.

Technological rivalry continues to expand beyond commercial competition into the core of national security policy. Artificial intelligence, semiconductors, quantum computing, advanced telecommunications and cyber capabilities have become strategic assets whose development is increasingly influenced by export controls, investment screening and industrial support programmes. This trend reflects a broader recognition that technological leadership is closely linked to economic competitiveness, military effectiveness and diplomatic leverage. Consequently, governments are placing greater emphasis on securing domestic innovation ecosystems while strengthening cooperation with trusted partners in research, manufacturing and digital infrastructure.

At the same time, international supply chains continue to undergo gradual restructuring. Rather than reversing globalisation, current developments suggest a transition towards more selective forms of economic integration based on strategic reliability and political compatibility. Governments and multinational firms are increasingly diversifying production networks, reducing dependence on single suppliers and investing in alternative manufacturing hubs. This process is contributing to the emergence of a more geographically distributed economic system in which resilience often takes precedence over maximum efficiency.

Infrastructure connectivity remains another important arena of strategic competition. Investment in transport corridors, ports, rail networks, energy pipelines, electricity interconnections and digital communications continues to influence diplomatic relationships and regional economic integration. Competing connectivity initiatives increasingly reflect broader geopolitical objectives, as states seek to strengthen commercial access, reduce logistical vulnerabilities and expand their long-term strategic presence across key regions. Infrastructure is therefore evolving from a purely economic asset into an important instrument of geopolitical influence.

Energy security continues to reinforce these broader structural trends. While the diversification of energy sources and transport routes has accelerated, recent developments demonstrate that traditional hydrocarbons remain essential to global economic stability. Simultaneously, investment in electricity networks, renewable technologies, liquefied natural gas infrastructure and critical minerals is reshaping international energy relationships. Competition over secure access to these resources increasingly intersects with industrial policy, technological development and national security planning.

Taken together, these developments suggest that future geopolitical influence will depend less on the possession of individual strategic assets than on the capacity to integrate industrial strength, technological innovation, infrastructure connectivity and economic resilience into coherent long-term national strategies. States capable of adapting across these interconnected domains are likely to enjoy greater strategic flexibility as the international system continues its transition towards a more distributed and competitive balance of power.

Strategic Outlook & Risk Assessment

The reporting period suggests that the international system is unlikely to move towards greater strategic stability in the near term. Instead, the interaction between persistent regional conflicts, intensified technological competition, evolving economic relationships and expanding geopolitical fragmentation points to an environment characterised by prolonged strategic uncertainty rather than systemic transformation. While the probability of direct confrontation between major powers may continue to be moderated by mutual deterrence and economic interdependence, indirect competition across multiple domains is likely to intensify.

A defining feature of the current strategic environment is the growing overlap between regional crises and global power competition. Events in the Middle East, Eastern Europe and the Indo-Pacific increasingly influence one another through interconnected energy markets, financial systems, defence industrial production and international trade routes. Consequently, localised crises now possess greater potential to generate wider geopolitical consequences, even when the principal powers seek to avoid direct military escalation. Crisis management is therefore becoming progressively more dependent upon diplomatic coordination, resilient logistics and the capacity to sustain strategic flexibility under conditions of persistent uncertainty.

Economic competition is also expected to remain a central component of international security. Governments are likely to continue expanding industrial policies, strengthening domestic production capabilities and protecting strategically important sectors from external vulnerabilities. This trend does not necessarily imply a retreat from international trade. Rather, it reflects a gradual reconfiguration of global economic integration in which resilience, diversification and trusted partnerships assume greater importance than unrestricted efficiency. States capable of combining technological innovation with industrial adaptability and secure infrastructure are likely to strengthen their long-term strategic position.

Regional powers are expected to play an increasingly influential role within this evolving environment. Many continue to pursue pragmatic foreign policies that avoid exclusive alignment with competing geopolitical blocs while expanding diplomatic, economic and security cooperation across multiple partners. This approach is contributing to a more decentralised international system in which influence is distributed across a broader range of actors. As a result, future geopolitical developments may increasingly depend upon the decisions of regional coalitions and middle powers as much as those of the traditional great powers.

The reporting period therefore indicates that the international order is undergoing a gradual redistribution of influence rather than a decisive transition to a new global structure. Military capability remains fundamental to deterrence, yet strategic success increasingly depends upon the integration of economic resilience, technological capacity, diplomatic flexibility and infrastructure security into coherent national strategies. States that successfully combine these dimensions are likely to be better positioned to navigate an international environment defined by continuous adaptation, competitive interdependence and sustained geopolitical uncertainty.

Overall, the current trajectory suggests that global power is becoming progressively more diffuse, interconnected and multidimensional. The coming period is therefore likely to be characterised less by the emergence of a single dominant order than by continued competition among overlapping centres of influence, where resilience, adaptability and strategic coordination become the principal determinants of long-term geopolitical advantage.
